Keating, AICP <br />Planning & Development Director <br />It is requested that the information presented herein be <br />given formal consideration by the Board of County Commis- <br />sioners at their regular meeting of June 12, 1985. <br />DESCRIPTION & CONDITIONS <br />In 1982 Congress passed and President Reagan signed into law <br />the Coastal Barrier Resources Act. This act precludes <br />certain federal subsidies to coastal development, including <br />flood insurance, in areas designated by Congress as undevel- <br />oped. The act also requires the U.S. Department of the <br />Interior to study possible additions to or deletions from <br />the list of designated undeveloped areas and report their <br />findings to Congress by October 1985. <br />The Department of the Interior has recently released a draft <br />report and maps of the additions the Department of the <br />Interior will propose to Congress. <br />Indian River County presently contains two areas on Orchid <br />Island (Areas P10 & P10A) designated as "undeveloped coastal <br />barriers". The new maps submitted by the Department of <br />Interior continue to depict the original boundary desig- <br />nations of 1982 with proposed new additions to both areas. <br />The new proposed additions primarily contain submerged lands <br />of the Indian River and adjoining wetlands; however, a <br />portion of the Moorings development also appears to be <br />included. The additions appear to be the result of the <br />expanded definition of "undeveloped coastal barrier" that <br />includes certain wetland areas. <br />ALTERNATIVES & ANALYSIS <br />The following is a description and brief analysis of each of <br />�.. the two areas (P10 & P10A) in Indian River County designated <br />as undeveloped coastal barriers: <br />56 <br />
