Furnish Background Information: Presently, at First Appearance <br />the Judge has no history of the arrestee to make a <br />determination as to what program of possible release that <br />person may be eligible for. The Probation Officer will set up <br />and keep a system to supply that information. <br />The funding for a County Probation System can be accomplished by <br />charging fees to the persons receiving such services as set by law. <br />It is authorized to charge each individual under probation up to <br />$50.00 per month for this service. Conditional Release and Community <br />Service enrollees can be charged an administration fee. The Board of <br />County Commissioners are authorized to charge a prisoner under the <br />Work Release Program for board and other incidental expenses. This <br />does not include the cost of $35.00 per day to keep a prisoner in the <br />jail that should be taken into consideration. <br />In summary, the need for a County Probation Program is recognized by <br />the Judges, other members of the County Criminal Justice System, and <br />Staff. It is, therefore, recommended that such a system be <br />implemented and funded. Due to the case load, it is estimated that <br />two officers and two secretaries will be needed to operate this <br />program. — -- - ---- - ---- - -- – -- <br />Administrator Wright stated we are looking .at=,,four peop-le, <br />w <br />two probation officers and two secretaries.,: This staff would <br />coordinate many aspects of the jail, including administrating a <br />work -release program, community service program, payment of fines <br />and furnishing background information on people who are arrested. <br />Chairman Lyons felt it would be advantageous to the County <br />to get into the business of collecting fines through a Probation <br />Officer. He reported that Freda Wright, Clerk of the Court, has <br />indicated there are so many outstanding fines that it would take <br />weeks to go through files and records to determine just how many. <br />He recommended that we move ahead with this program now and <br />authorize the expenditure of $10,000 for the salaries of one <br />probation officer and one secretary for the remaining portion of <br />the fiscal year with the money to come out of the General Fund, <br />He also recommended that another probation officer and secretary <br />be considered at budget time. <br />61 <br />JUN 12 1985, BooK 61 947 <br />L <br />
