JUN 19 1985 <br />BOOK 61 FACE 2,96 <br />REPORT ON MEETING OF BEACH PRESERVATION COMMITTEE <br />Commissioner Wodtke informed the Board that the Beach <br />Committee met yesterday for seven hours and reviewed five <br />applicants for consultants to do the Beach Management Plan. The <br />Committee would like to pursue and negotiate with one of the <br />applicants and have a 1st, 2nd, 3rd, kind of an application out <br />of those five. He noted that the top applicant chosen was Cubit <br />Engineering which has an office in West Palm Beach and a very <br />large home base in South Carolina. They were basically the only <br />company that.had done such a complete management plan, and, in <br />fact, they did one for the entire coast of New Jersey. <br />Commissioner Wodtke then discussed the presentations made by <br />the various firms and commented on the great range of dollars the <br />Committee was presented with - from the high 40,000's to 120,000. <br />Cubit's estimate was between $80,000 to $120,000 to be done <br />within 8 months. Some presented 5 months total framework. The <br />Committee made a selection based both on a written test and <br />verbal presentation as to the firm most qualified, but did not <br />zero in on cost. All of the five,presentations were excellent. <br />Commissioner Wodtke stressed that the scope of work needs to be <br />fine tuned, and we need to think about funding. <br />Commissioner Scurlock stated that he would like to authorize <br />the Committee and staff to begin negotiations and would like to <br />consider payment of the cost split over not only this budget year <br />but also our next budget year. <br />Chairman Lyons commented that he would like to have the con- <br />sultant make a presentation for the Board and the public before <br />we spend money as this is a major expenditure. <br />Administrator Wright asked if the presentation should be <br />before or after staff negotiates, and Commissioner Scurlock felt <br />it should be after negotiations are completed. If negotiations <br />with the first firm named are not successful, then negotiations <br />would be commenced with the next, etc. <br />30 <br />
