JUN 2 6 1985 BOOK <br />E� <br />Attorney Brandenburg advised that the City of Sebastian and <br />the Town of Indian River Shores also have approved the interlocal <br />agreements re the 2 -cent local option gas tax, and the last step <br />necessary for the County to actually implement that tax will be <br />the adoption of the ordinance today. <br />Administrator Wright advised that he has had some <br />discussions with Walter Smith, who led the group that opposed the <br />tax at the last Board meeting. Basically, information was given <br />to Mr. Smith, owner of the Union 76 Truck Stop, to ease his <br />concerns re the gas tax in other counties -- St. Johns County <br />will probably go with a 4 -cent tax, as will Duval and St. Lucie. <br />Commissioner Bird assumed that Florida Statutes, Chapter <br />206, covers the fuels that are to be taxed and how they are to be <br />taxed. <br />Attorney Brandenburg confirmed that Chapter 206 does provide <br />the criteria for this optional tax, but pointed out that while <br />the County can determine how much of the tax to charge, it cannot <br />change what fuels are subject to the tax, such as excluding <br />diesel gas. <br />Public Works Director Jim Davis noted that staff and the <br />consultants are moving along on the Throughfare Plan and the Road <br />Improvement Analysis and it seems that the recommendations of the <br />Thoroughfare Plan study are supporting our cash flow building <br />improvement fund, which is showing a shortfall within the next <br />three years. The Barton-Aschmann study is confirming that <br />program and expanding it to some degree. <br />Commissioner Wodtke understood that without this two -cent <br />tax, the County may not be able to meet the cost or the timeframe <br />of the improvements already planned. <br />Attorney Brandenburg confirmed that without the tax we would <br />not have the money to do the improvments we have planned for the <br />next three years unless we impose a much higher impact fee on <br />developments ensuing in the next three years. <br />16 <br />Ll <br />
