Attorney Brandenburg agreed that the additional language <br />would only give more flexibility, and it doesn't commit the Board <br />to anything. <br />Commissioner Bird stated that he would like to amend the <br />Motion to include recreational facilities under Item S. Page 7, <br />but Commissioner Bowman did not want to add it, as she believed <br />it is covered. <br />Attorney Brandenburg stated that it is not covered; the <br />proposed language would have to be added to cover it. <br />Commissioner Bird felt we should have this flexibility. <br />Vice Chairman Scurlock stated that he did not like to get <br />started on that track; he felt if we are going to fund recreation <br />in the future, it should be based on user fees. He further did <br />not feel recreation is an essential service such as water and <br />sewer, landfill, law enforcement, etc. <br />Commissioner Bird believed there are degrees to essential <br />services, and he did feel recreation is essential although not to <br />the same degree as Road & Bridge, for example. <br />Discussion continued in regard to including wording allowing <br />recreational facilities, and Vice Chairman Scurlock asked if <br />anyone really anticipated using this to fund recreation. If they <br />do not, he felt the wording should be left out. <br />Commissioner Wodtke pointed out that our taxpayers agreed on <br />a referendum vote to spend five million for beach acquisition; <br />he did believe there are development requirements attached, and <br />this is a manner in which we can get the money to do something <br />that might be needed in those particular areas in a relatively <br />fast way at a good price. As far as repayment is concerned, <br />that could be done by revenue generated from the activity. <br />Vice Chairman Scurlock asked if this could be construed to <br />include beach renourishment, and Attorney Brandenburg stated it <br />could not, but noted that it could be worded "recreational <br />facilities excluding beach renourishment." <br />51 <br />BOOK F;;c �6 <br />J <br />
