DESCRIPTION & CONDITIONS <br />Coastal Technology Corporation, an agent for Harry Safran, the <br />owner, is requesting to rezone 7.9 acres located south of Oslo <br />Road and west of 31st Avenue from C-1, Commercial District, to <br />RS -3 Single -Family Residential District (up to 3 units/acre). <br />The applicant is proposing to develop this property for single- <br />family residences. <br />On June 13, 1985, the Planning and Zoning Commission voted 5 -to -0 <br />to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The -analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property is undeveloped. North of the subject <br />property, across Oslo Road, is land being developed for a mobile <br />home park zoned RMH-6, Mobile Home Residential District (up to 6 <br />units/acre), undeveloped land zoned C-1, and Tippin Nursery zoned <br />C-1. East of the subject property is undeveloped land zoned C-1. <br />South of the subject property is a County Park zoned RS -3. West <br />of the subject property are single-family residences and vacant <br />lots zoned RS -3. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and the <br />land west, south, and east of it as LD -1, Low -Density Residential <br />1 (up to 3 units/acre). The land north of the subject property <br />is designated as part of the west part of the Oslo Road MXD, <br />Mixed -Use District (up to 3 units/acre). <br />The present C-1 zoning of the subject property is not in confor- <br />mance with the LD -1 land use designation. The proposed RS -3 <br />zoning is in conformance with the Comprehensive Plan and is <br />consistent with the RS -3 zoning to the west and south of the <br />subject property. <br />Transportation System <br />The subject property has direct access to 31st Avenue, 33rd <br />Avenue, and 10th Street SW (classified as local streets on the <br />Thoroughfare Plan). In addition, the subject property abuts Oslo <br />Road (classified as an arterial street on the Thoroughfare .Plan). <br />The maximum development of the subject property under RS -3 zoning <br />could generate up to 230 average annual daily trips. <br />Environment <br />The subject property is not designated as environmentally sensi- <br />tive nor is it in a flood -prone area. <br />TTt; I ; t; PC <br />A County water main runs along the north side of Oslo Road. <br />County wastewater facilities are not available. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />19 <br />' J ULl JL 1�UL <br />L 71985 Boa 6.1 <br />
