funding plan even if that means that they might come back and ask <br />for funds from the General Fund -- he just did not want each <br />municipality doing their own thing. <br />George Gross, member of the Beach Preservation & Restoration <br />Committee, advised that present Florida Statutes do permit <br />levying up to one mill for two years for beach management <br />studies, if the Commission should wish to go that route. <br />Vice Chairman Scurlock wanted some assurance from Dr. Edge <br />that whatever is done here in the community will be coordinated <br />with each of the municipalities and would not bump into the <br />Governor's or the DER's program which might result in us having a <br />$97,000 study that would not receive approval. <br />Dr. Edge stated that he spoke to members of the Beach <br />Preservation & Restoration Committee this morning and assured <br />them that the comprehensive beach management plan will be a <br />working plan. In order to do that, however, it has to be <br />permitted by both state and federal agencies. Most importantly, <br />it has to be fundable or have the ability to attract funds not <br />only from the county and local municipalities, but from the state <br />and the federal government as well. <br />Commissioner Wodtke felt that the plan should include an <br />emergency permitting procedure in case we have another storm like <br />we did last Thanksgiving. <br />Mr. Gross asked for clarification re the southern boundary <br />of the study, and Dr. Edge explained that their intention is to <br />include all of the shoreline that has a direct effect or impact <br />on Indian River County's shoreline, they do not want to solve any <br />of St. Lucie's problems with this county's funds. The same <br />applies to the northern boundary at the Sebastian Inlet. <br />Commissioner Wodtke understood that their analysis <br />would take into consideration the effects of both inlets. <br />Commissioner Bird also wished to have this presentation made <br />to the other two municipalities involved with oceanfront property <br />in the county so that we don't have a duplication of efforts and <br />51 <br />BOOK Ell FHir 54.2 <br />
