W <br />DESCRIPTION & CONDITIONS <br />.,The County is initiating a request to comprehensively amend the <br />nonresidential districts of the Zoning Ordinance. The new <br />districts were designed specifically to implement the County's <br />Comprehensive Plan. These new nonresidential districts were <br />developed by Solin and Associates based on discussions with the <br />staff. Subsequently, six workshops were held to discuss the <br />proposed districts with local developers, citizens, and <br />interested parties. <br />On July 11, 1985, the Planning and Zoning Commission voted 4 -to -0 <br />to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />This proposed amendment represents the first comprehensive review <br />and rewriting of the County's- nonresidential zoning districts <br />since the original zoning ordinance was adopted in February of <br />1957. The new districts will more clearly indicate which uses <br />are permitted in each district. Moreover, a table is included <br />after the descriptions of the districts which lists specific uses <br />vertically and the various districts horizontally. Where a <br />particular use is allowed in a district, it is indicated on the <br />table by a "P", "A" or "S", located across from the use and below <br />the district title. A "P" indicates a permitted use; an "A" <br />indicates an administrative permit use, and an "S" indicates a <br />special exception use. As in the residential districts, a <br />permitted use is a use by right; an administrative permit use <br />must be approved by the Planning and Zoning Commission, and a <br />special exception use must be approved by the Board of County <br />Commissioners. <br />This proposed amendment to the Zoning Ordinance also includes an <br />amendment to Section 25(A).1 of the ordinance, the section which <br />delineates regulations for specific land uses. These regulations <br />specify the criteria which will be used by the Planning and <br />Zoning Commission and the Board of County Commissioners to <br />determine whether or not a specific land use will be allowed as <br />an administrative permit use or a special exception use. <br />A general description of the new nonresidential zoning districts <br />and how they relate to the current districts follows: <br />OCR, Office Commercial and Residential District - a new <br />di <br />_strict designed to allow a mixture of residential and <br />general office uses; <br />MED, Medical District - almost identical to the existing <br />MecTical District; <br />CN, Neighborhood Commercial' District - a new district <br />created specifically for neighborhood commercial nodes; <br />CL, Limited Commercial District - created to generally <br />replace the C-lA, Restricted Commercial District, and B-1, <br />Planned Business District; <br />CG, General Commercial -District - similar to the C-1, <br />Commercial District; <br />PCH, Heavy Commercial District - similar to the C-2, Heavy <br />Commercial District; <br />Light Industrial District - created to replace the LM -1, <br />Light Manufacturing District, but also to allow light <br />industrial uses not specifically allowed in the LM -1 <br />district currently; <br />IG, General Industrial District - designed to replace the <br />7-"i, Restricted Industrial District, and to allow any type <br />of industrial use as either a permitted use, administrative <br />permit use, or special exception use. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />. <br />L 24 19 5 B��a.
