Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and all <br />of the land around it (except the property in the City) as part <br />of the Gifford MXD, Mixed -Use District (up to 14 units/acre). <br />The Gifford MXD allows residential, commercial or industrial <br />land uses which will be regulated by the zoning ordinance. The <br />Comprehensive Plan states that, within MXD areas, the County <br />shall encourage redevelopment in accordance with the dominant <br />land uses and the health, safety, and welfare of area residents. <br />Based on the existing land use pattern in this area (including <br />the police pistol range and the auto repair facilities) and <br />considering the uses approved for this area (the County jail and <br />the Humane Society), the RS -6 zoning of the subject property no <br />longer seems to be appropriate. The proposed C-2 zoning would <br />not allow heavy industrial uses, but would allow redevelopment <br />in appropriate commercial uses. <br />Transportation System <br />The subject property has direct access to 43rd Avenue <br />(classified as a primary collector street on the Thoroughfare <br />Plan) and to 41st Street (classified as a secondary collector <br />street). The maximum development of the subject property under <br />the C-2 zoning would attract up to 2,300 average annual daily <br />trips. <br />Environment <br />The subject property is not designated as environmentally sensi- <br />tive nor is it in a flood -prone area. <br />T74- i l 1 4- , -- <br />County water is available at the intersection of 43rd Avenue and <br />South Gifford Road. County wastewater facilities are not avail- <br />able. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commissions's recommendation, staff recommends approval. <br />Planner Richard Shearer presented staff's recommendation for <br />approval of the rezoning and showed slides of the subject area. <br />He noted that no objections were raised by the residents of the <br />area at the Planning & Zoning Commission meeting of June 27, <br />1985..- <br />Commissioner <br />985.. <br />Commissioner Wodtke asked if there was a commercial node in <br />that area as he wanted to be sure that U.S. #1 corridor is MXD, <br />and Mr. Shearer advised that there was is no node in that area <br />and was designated as MXD. <br />Vice Chairman Scurlock questioned the availability of <br />utilities in that area. <br />Vice Chairman Scurlock opened the Public Hearing and asked <br />if anyone wished to be heard in this matter.
