to make recommendations to the District on how best`to use and <br />manage eight recreational areas that will be created by the <br />District's plan for restoration and preservation of the <br />floodplain in the Upper St. Johns River Basin. Six of the eight <br />recreational areas will be in Indian River County and plans call <br />for them to spend more than $3 -million in developing the sites. <br />Commissioner Bird advised that the District is asking Indian <br />River County and Brevard County to appoint one representative <br />each to this Council. He pointed out that 11 of the 13 members <br />of this Council are from various governmental agencies or special <br />interest groups, such as the League of Women Voters, Fish and <br />Game Commission, the Department of Natural Resources and Florida <br />Trail Association, etc. He believed the two counties should have <br />better representation on this Council, but in order to meet their <br />deadline, he suggested that we appoint someone now and then draw <br />up a Resolution to the Board of Governors of the Water District <br />asking them to revamp the makeup of this Council to give more <br />representation to the people within Brevard and Indian River <br />Counties. Commissioner Bird wished to see someone appointed to <br />this Council from Indian River County who is familiar with that <br />area and with the County's park system and who is a staff member <br />answerable to the Board of County Commissioners. For those <br />reasons, Commissioner Bird recommended Intergovernmental Director <br />Tommy Thomas for the appointment, and stated he would be willing <br />to serve as an alternate. <br />MOTION WAS MADE by Commissioner Bird, SECONDED by <br />Commissioner Wodtke, that the Board appoint Inter- <br />governmental Relations Director Thomas as Indian River <br />County's representative on the Recreation Advisory <br />Council with Commissioner Bird as alternate; and <br />authorize staff to draft a Resolution requesting the <br />St. Johns River Water Management District to reconsider <br />the makeup of this Council to include more <br />representation from Indian River County. <br />44 <br />� AUG 7198 <br />BOOK 1 FAGE748 <br />
