Residential zoning at densities <br />of up to 6 units/acre should be considered to buffer the LD -1 <br />land west of Kings Highway from the .more intensive uses east of <br />the subject property. <br />Based on the existing residential use of the subject property, <br />and the fact that the land immediately surrounding the subject <br />property is undeveloped or developed in residential uses, the <br />proposed rezoning request is in conformance with the Compre- <br />hensive Plan and is consistent with the surrounding land uses. <br />Transportation System <br />The subject property has direct access to South Gifford Road <br />(classified as a Primary Collector Road on the Thoroughfare <br />Plan). The maximum development of the subject property under <br />RS -6 zoning could generate up to 440 average annual daily trips. <br />Environment <br />The subject property is not designated as environmentally sensi- <br />tive nor is it in a flood -prone area. <br />Utilities <br />A County water main ends approximately one-half mile east of the <br />subject property. County wastewater facilities are not avail- <br />able. <br />RECOMMENDATION - <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval. <br />Planner Shearer informed the Board that staff has been <br />working with the Finks for several years. The Fink family has <br />houses on this property and would like to add on, but cannot <br />expand because they are a non -conforming use. He noted that <br />staff would like to take a detailed look at a possible rezoning <br />of the whole area, but they did not want to hold up the Finks. <br />This property has been in single family use for approximately 70 <br />years, and the family intends to stay there. Staff, therefore, <br />recommended approval even though they did have some concerns <br />about the proximity of this property to the airport. <br />Planner Shearer continued that he did meet with some City of <br />Vero Beach representatives, and while they were concerned there <br />might be a problem over the long term (15-20 years), they did not <br />think it would unduly stress the airport at the present time. <br />Commissioner Wodtke noted the Fink family is very desirous <br />of staying together, and this property is all within the family. <br />30 <br />
