Keatin , AXi7yP RS -6 AND RS -1 TO <br />Planning & Developme t Director RM -8, MULTIPLE - <br />FAMILY RESIDENTIAL <br />DISTRICT <br />FROM chard Shearer, AICP REFERENCES: ZC-076 BCC Memo <br />Chief, Long -Range Planning CHIEF <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of August 21, 1985. <br />DESCRIPTION & CONDITIONS <br />Michael O'Haire acting as agent for Martin Gregory and Richard <br />Wiggins, trustees, is requesting to rezone 29.27 acres located <br />north of 37th Street and one mile east of U.S. Highway 1 from <br />RS -6, Single -Family Residential District, and RS -1, Single -Family <br />Residential District, to RM -8, Multiple -Family Residential <br />District. <br />The owners intend to develop this property for a life care center <br />and related uses. <br />On September 19, 1984, the Board of County Commissioners approved <br />the rezoning of 10 acres located south and west of the subject <br />property from R-lA, Single -Family District, to MED, Medical <br />District. No action was taken on this property pending an <br />environmental survey. Subsequently, the applicants have amended <br />their application to request RM -8 zoning. <br />On July 11, 1985, the Planning and Zoning Commission voted 3 -to -1 <br />to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject property and the land north and east of it are <br />undeveloped. South of the subject property is the Indian River <br />Medical.Center zoned MED, Medical District, and undeveloped land <br />zoned B-1, Planned Business District. West of the subject <br />property are citrus groves zoned RS -6 and MED. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property as MD -1, <br />Medium -Density Residential 1 (up to 8 units/acre) and <br />environmentally sensitive (up to 1 unit/acre). In addition, the <br />Plan also designates a 130 acre hospital/commercial node north of <br />Indian River Memorial Hospital along 37th Street. The boundaries <br />of the hospital/commercial node do not include the subject <br />property. <br />31 <br />
