Environment <br />The subject property is not designated as environmentally sensi- <br />tive nor is it in a flood -prone area. <br />Utilities <br />County water is available for the subject property. County <br />wastewater facilities are not available. <br />RECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, staff recommends approval of the <br />request to rezone 18.5 acres from RS -6 to RM -6. While the <br />Planning and Zoning Commission recommended approval of the <br />request to rezone four (4) acres of the subject property to C-1 <br />for the reasons stated in the descriptions and conditions section <br />of this memo, staff does not recommend approval of this rezoning. <br />This negative recommendation is based on the level -of -service <br />standard in the Comprehensive Plan and the fact that Old Dixie <br />Highway has been the boundary between the commercial and indus- <br />trial land uses to the east and the residential uses to the west. <br />Moreover, staff feels that granting this commercial rezoning <br />request would encourage more property owners on the west side of <br />Old Dixie to apply for commercial zoning resulting in strip <br />commercial zoning. <br />The following letter of opposition was received 8/19/85: <br />BOARD Cgt dlan ) <br />COMMISSIONERS -(,# <br />841 Old Dixie Highway -P.O. Stapp <br />Since your meeting on Wednesday, Aug. 21st, 1985, is at 9:30 a.m., my working <br />hours, I may not be able to be there to express my reasons for being against the <br />rezoning of the above-mentioned land. This property is located west of Old Dixie <br />Highway (C.R.605) North of 9th St. and South of 11th Lane. Following are some of <br />our reasons for No: <br />1- Restricted Commercial years ago was the result of "Naiemy Enterprises"� or <br />AAA AUTO SALVAGE etc. as it is called today.
