we are going to keep the same road throughout the years, when, in <br />fact, we are not. He believed that the Board would not be doing <br />the right thing by telling Mr. Reams that he cannot use his <br />property. There has been no improvements on Old Dixie throughout <br />the years. Mr. Orth urged the Board to take all this into <br />consideration. <br />Thomas Smith informed the Board that his son owns the <br />property adjacent to the subject property on the south side and <br />could not be here today because he is working. He stated that <br />his son was in favor of the change because he felt that most of <br />the residential area on the west side is deteriorating and that <br />the area would just become one big slum as it is not a high rent <br />district. <br />ON MOTION by Commissioner Bird, SECONDED by <br />Commissioner Wodtke, the Board unanimously <br />closed the Public Hearing. <br />Vice Chairman Scurlock stated there was no question in his <br />mind but that it would be inappropriate to allow the expansion of <br />that entire area to exceed the road capacity, but on the other <br />hand, he felt there is a need for some kind of vehicle for <br />redevelopment of the area because the corridor has deteriorated <br />over the years. He agreed that the pictures show that it is an <br />ugly area and getting uglier and felt we are kidding ourselves <br />unless we can come up with some kind of overall plan to have it <br />redeveloped that would allow everyone a reasonable use of their <br />property and at the same time improve the road network. <br />Commissioner Wodtke did not have any problem with the <br />rezoning, but was concerned with the traffic problem.
