Dr. Walker stated that he is here to ask for an additional <br />$19,000 so his office can finish the last three months of their <br />fiscal year operations. <br />Commissioner Bird noted the budget under which the doctor <br />operates is a total overall budget for the four counties in the <br />district, and he asked if the $19,000 represented the shortfall <br />in that total budget or the shortfall is directly related to the <br />services in Indian River County. <br />Dr. Walker stated that it is directly related to Indian <br />River County only, and they ran out 'of funds in Indian River <br />County about the end of July. <br />Commissioner Bird pointed out that Dr. Walker allocated a <br />certain percentage of his overall budget to Indian River County <br />and has asked for funds from this Commission to offset that <br />proportionate expense, and the Commission feels it is a $19,000 <br />shortfall between the services he is providing to us and charging <br />for them and that amount of money that has been provided in the <br />budget. <br />Dr. Walker agreed, but pointed out that what happened is <br />someone else presented his budget last, and they presented a <br />budget of $50,000 which just isn't enough to operate. <br />Vice Chairman Scurlock asked the County Attorney about the <br />legal requirements for funding Dr. Walker's office. <br />Attorney Vitunac reported that Chapter 406 requires that the <br />Board of County Commissioners provide a reasonable salary and <br />expenses to the District Medical Examiner and that examiner shall <br />submit a budget which they shall approve; actually, this should <br />be determined at budget time and action taken then. However, it <br />is the same for any budgeted department; either the service has <br />to be curtailed or more money given. <br />OMB Director Barton informed the Board that we receive a <br />bill from Dr. Walker for the services as Medical Examiner; we <br />receive another bill from Longwood Medical Center for the use of <br />their facilities; and then we receive individual bills from the <br />76 <br />AUG 211985 - BOOK 61 PGUE 8 3 <br />
