AUG 2.11985BOOK 61 FA, 804 <br />library capable of serving a wide variety of citizens and public <br />needs; <br />WHEREAS, requirements for financial support for a <br />public library system have grown far beyond that which can be <br />supplied with even the most dedicated and capable efforts at <br />private fund raisings; <br />WHEREAS, the Board of County Commissioners presently <br />contributes approximately 62% of the funding necessary to operate <br />the Indian River County Library and approximately 80% of the <br />funding necessary to operate the Sebastian Area County Library; <br />WHEREAS, it would be desirable and worthwhile. to <br />insure that planning and actions with regard to the public library <br />are conducted under citizen scrutiny and with accountability to <br />the citizens of Indian River County; and <br />WHEREAS, the future delivery of high-quality public <br />library services to the citizens of Indian River County will <br />require <br />planning <br />and operation <br />by qualified individuals and a <br />greater <br />amount of <br />funding than is <br />presently available; <br />NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY <br />COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA that: <br />1. There is <br />established the <br />Indian River <br />County Public <br />Library Advisory Board, <br />which shall be <br />composed of <br />the following <br />members: <br />Dr. Jeffrey Slade Fran Ross <br />Mary Louise Scheidt Mike Rose <br />Betty Jean Hensick A member to be designated by <br />Terry Goff the Indian River County <br />Fred West School Board <br />2. The Advisory Board shall prepare a Report and <br />Recommendation for the Board of County Commissioners establishing <br />a plan for the future of the Public Library. The plan should <br />address, but not be limited to, administration, finance, <br />personnel, and physical facilities necessary for delivery of <br />quality public library services by a department to be created <br />within County government. The plan should be presented to the <br />Board of County Commissioners no later than December 31, 1985. <br />7A <br />
