August 23, 1985 FILE: <br />of the Board of <br />County Commissioners <br />DIVISION HEAD CONCURRENCE: COUNTY -INITIATED REQUEST <br />SUBJECT: TO ESTABLISH BOUNDARIES <br />FOR THE OSLO ROAD AND <br />Robert KeatingCAICP 74th AVENUE COMMERCIAL/ <br />Planning & Development Director INDUSTRIAL NODE <br />FROM: 9S REFERENCES: <br />Richard Shearer, AICP Oslo Rd & 74 Ave Node <br />Chief, Long -Range Planning RICH2 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of September 4, 1985. <br />DESCRIPTION & CONDITIONS <br />The Planning Department is initiating a request to establish <br />boundaries for the 230 acre Oslo Road and 74th Avenue <br />commercial/industrial node. <br />On September 12, 1984, the Board of County Commissioners adopted <br />an amendment to the text of the land use element of the Compre- <br />hensive Plan which provided for establishing boundaries for each <br />of the nodes as generally depicted on the Land Use Map and <br />generally described in the text of the land use element of the <br />Comprehensive Plan. <br />On June 13, 1985, the Planning and Zoning Commission voted 5 -to -0 <br />to recommend approval of this request. <br />ALTERNATIVES & ANALYSIS <br />The proposed boundaries of the Oslo Road and 74th Avenue node <br />were prepared based on the following criteria: <br />1) The general description and size constraint of the <br />node as described in the text of the land use element; <br />2) The existing industrial uses in the general area <br />of the node; <br />3) The existing zoning pattern; and <br />1 <br />4) Property boundaries. <br />All of the nodes are generally described in the Comprehensive <br />Plan. The Oslo Road and 74th Avenue node is described as: <br />"A two hundred thirty (230) acre commercial/ industrial <br />node is located at the southwest corner of the 74th <br />Avenue (Range Line Road) and Oslo Road intersection." <br />All of the existing industrial uses and all of the existing <br />industrial zoning in the general area of the node are included in <br />the node boundary. The node boundary follows property boundaries <br />except for a couple of properties lying in more than one zoning <br />district; in these cases the node boundary follows the commercial <br />zoning district boundary. The proposed node boundary includes <br />the following: I1) Ocean Spray . . . . .65.45 acres;' <br />+ 2) Hercules Pectin Plant. . .19.87 acres; <br />3) New Truss Plant. . . . . .4.85 acres. <br />IRECOMMENDATION <br />Based on the above analysis, including the Planning and Zoning <br />Commission's recommendation, the staff recommends approval. <br />28 <br />� � r <br />
