Commissioner Wodtke felt that in the Comprehensive Plan we <br />were talking about a 10-20 year plan, and in looking ahead for <br />that period of time, he believed it is logical to assume this <br />would be a prime area for some qualified industrial development <br />and that the interchange would be beneficial in attracting <br />qualified industry. <br />Commissioner Scurlock agreed we are looking at longer than a <br />five year plan, and felt we are kidding ourselves not to believe <br />that this will be a major intersection, which he felt will have a <br />little more intense type use than the node at the Route 60 <br />interchange. <br />Administrator Wright continued to stress that we can change <br />this when the time comes, and he did not feel we will see an <br />intercha.nge at Olso in the next five years. <br />Debate continued, and Director Keating stated that if the <br />Board desires, staff can put this in the form of a proposed <br />Comprehensive Plan amendment and lay out the advantages and <br />disadvantages. He noted that after October 1st, we will be able <br />to deal with Comprehensive Plan changes twice a year, but only at <br />two meetings. <br />Commissioner Bird felt possibly we should go ahead and <br />approve the recommended boundaries today and have staff come back <br />with an analysis about the area to the interchange. <br />The Chairman asked if anyone present wished to be heard. <br />Attorney Richard Bogosian came before the Board representing <br />Mr. Scappaticcio, who owns approximately 74 acres west and <br />northwest of the boundaries of this node. His request to expand <br />this node apparently has been going on since 1981, and at one <br />time Attorney Dan Kilbride came before the Board in this regard. <br />The Minutes of that meeting indicate the Board was seriously <br />considering including this parcel of land within the industrial <br />node. The proposed node, however, does not include this <br />property, and they would like to have it included. Attorney <br />Bogosian further noted that it has been his observation that the <br />31 <br />SEP 4 19be BOOK 914 <br />
