JOHNS RIVER <br />BASIN SURFACE WATER <br />MANAGEMENT PLAN - ARMY <br />CORPS OF ENGINEERS <br />GENERAL DESIGN <br />MEMORANDUM: FINAL <br />RECOMMENDATIONS BY THE <br />AD HOC COMMITTEE <br />FROM: �--- REFERENCES: <br />Art Challacombe St. Johns <br />Chief, Environmental Planning DIS:BADAP <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting on September 4, 1985. <br />DESCRIPTION AND CONDITIONS: <br />The Upper St. Johns River Basin Plan is part of an overall <br />flood control project for central and southern Florida. The <br />first authorization for flood control in central and southern <br />Florida was the Flood Control Act approved June 30, 1948. That <br />authorization included most of the works necessary to afford <br />flood protection to the agricultural development south of Lake <br />Okeechobee and the highly developed urban area along the lower <br />east coast of the State. The 1948 authorization did not <br />include any works in the Upper St. Johns River Basin. <br />The remaining works of the Comprehensive Plan for Flood Control <br />and other purposes for Central and Southern Florida, including <br />all works in the Upper St. Johns River Basin,' were authorized <br />by, the Flood Control Act approved September 3, 1954. That <br />authorization specifically recognized that the plan of -improve- <br />ment would require refinement and that modifications, within <br />the scope and purpose of the authorization, could be made at <br />the discretion of the Chief of Engineers. <br />This report (Part III, Upper St. Johns River Basin and Related <br />Areas; Supplement 2, General Design Memorandum, Upper St. Johns <br />River Basin, Addendum 3) is a reevaluation report of the <br />authorized project. Included is updated information on the <br />basin and the evaluations of variations to the basic concept <br />plan. The several plans were studied to determine if each was <br />implementable from engineering, economic, socioeconomic, and <br />institutional viewpoints. Additionally, each plan was reviewed <br />to determine how it would be impacted by Federal cost-sharing <br />guidelines and by the Water Resources Development Act of 1974, <br />which requires that consideration be given to nonstructural <br />alternatives for flood damage prevention or reduction. <br />35 <br />SEP 4 ' BOOK <br />� 985 .. _... <br />
