have four-way stop signs on Club Drive and believed they are very <br />selective about where they put these. <br />Commissioner Scurlock felt the Transportation Planning <br />Committee would like to discuss this issue. He noted that the <br />committee recently did approve the continuation of a four-way <br />stop at Citrus and 20th Ave. against staff recommendation. In <br />regard to having an additional exit road from the Highlands, he <br />personally believed we should stop issuing all t.O.'s until <br />General Development builds the road for us. <br />In discussion, it was pointed out that some of the houses in <br />the Highlands are being built by independent contractors - not <br />all are built by General Development. <br />Mrs. Ledger wished to know why General Development did not <br />consider a second exit when the subdivision was first planned, <br />and it was noted that was an oversight many years ago when the <br />development began. <br />Commissioner Scurlock emphasized that the first time the <br />present Commission had an opportunity to have any control over <br />this was when GDC came in with plans for their proposed multi- <br />family units, and as a condition of the site plan, we said they <br />could not build the units without the additional road. <br />Mrs. Hill pointed out that even the additional road would <br />not solve the problem on "Deadman"s Curve." <br />Commissioner Bird believed we must deal with another road <br />and also find a way to reduce the speed on Highland Drive. <br />Administrator Wright noted that presents a enforcement <br />problem, and Commissioner Bird felt we should do what we can do <br />and ask the Sheriff to help. <br />Discussion continued at length with the residents protesting <br />the danger of the situation, and the Board generally agreed with <br />the need to get additional roadway from GDC. In regard to the <br />speed limit and dangerous situation on Highland Drive, Chairman <br />Lyons requested that Traffic Engineer Orr come up with some <br />alternatives to remedy this problem. <br />59 <br />BOOK 61 PAGE 942 <br />
