E P 11 1985 <br />8QOA 62 FAG(, 4G <br />Amazement was expressed that a piece of equipment could be <br />down for this length of time, and Mr. Fowler explained that, <br />except in emergencies, they are not allowed to contract with <br />local businessmen for repairs. They have two contract centers <br />around the state where they send their heavy equipment for <br />repairs, and while this is being done, they are out of business. <br />Mr. Byron confirmed that they have two draglines for the <br />four -county area and have to ship that piece of equipment to <br />Jacksonville -to have it serviced and overhauled. <br />Representative Patchett explained that the D.O.T. and <br />General Services Department are both executive rule-making <br />agencies. The D.O.T. used to service its own equipment, but now <br />General Services handles it, and the Legislature is not happy <br />with it. There are heavy equipment places in South Florida as <br />well as in Jacksonville, and the present set up doesn't make <br />sense. It is frustrating because you cannot get a response or <br />answer on this from General Services. <br />Considerable discussion ensued on the inefficiency of this <br />arrangement, and Representative Patchett reported that a <br />committee has been appointed to look into this type of thing to <br />see if the delivery of such infrastructure services can be <br />streamlined. He noted that sometimes the crews that you see <br />leaning on shovels are a result of the equipment breakdown. <br />Chairman Lyons commented that he did not vote for the 24 gas <br />tax in order to spend that money cutting weeds, and he did not <br />believe that was what the Legislature had in mind either. <br />Representative Patchett felt the Legislature did have road <br />improvements in mind, but also believed this would free up monies <br />in the overall budgets. <br />Commissioner Scurlock stated his feeling was the opposite of <br />the Chairman; he felt these monies might help Public Works add <br />some people and our impact fees would help with road improve- <br />ments.
