The Vice Chairman opened the public hearing on the <br />Transportation Fund. <br />OMB Director Barton explained that the Transportation Fund <br />is the Road & Bridge Department operation for both the collector <br />and local system of roads within t -he county. The Transportation <br />Fund does not assess millage, but it is necessary to approve the <br />proposed budget which is $5,099,030. <br />The Vice Chairman asked if anyone present wished to be <br />heard. <br />Linda Giordano came before the Board representing the Indian <br />River County Association of PTA's. She commented that prior to <br />school opening, the County placed flashing beacons at Citrus, <br />Sebastian and Middle 7 Schools, and it is her understanding that <br />the County plans to install flashing beacons at three addi- <br />tional elementary schools, which will leave only three without <br />such beacons - Osceola, J. A. Thompson, and Vero Beach <br />Elementary. Mrs. Giordano emphasized that there is heavy traffic <br />in the vicinity of all these schools and urged that the Board <br />include the installation of flashing beacons at these schools in <br />this year's budget also. <br />Vice Chairman Scurlock informed Mrs. Giordano that he is <br />chairman of the Transportation Planning Committee and this was <br />considered, but because of financial constraints, it was felt <br />they would have to be phased in. We can do three this year, and <br />if there is a problem with priorities, he believed that can be <br />handled. <br />Administrator Wright noted that we did ask the school people <br />for their priorities, and Mrs. Giordano stated it was her <br />understanding that the School Board did not want to make that <br />decision. <br />It was noted that possibly Mrs. Giordano could relate to the <br />School Board that if they have any extra money during the year <br />they could fund these beacons, but Mrs. Giordano felt the School <br />Board was quite adamant that they would not fund this. <br />22 <br />EP BOOK P� U <br />S 11 1985 <br />
