Final Pay to Geosyntec for Work Order No. 10 for Additional Site <br />a.m. Redevelopment Assessment Activities at South Gifford Road Landfill <br />(memorandum dated October 16, 2015) <br />175-182 <br />ON MOTION by Vice Chairman Solari, SECONDED by <br />Commissioner Flescher, the Board unanimously approved <br />Geosyntec's final invoice amount of $603.07. <br />10:17 5. Request to Draw on Waste Management's Performance Bond <br />a.m. (memorandum dated October 26, 2015) <br />183-196 <br />(Clerk's Note: This Item was heard in conjunction with Item 5.C. <br />of the Regular Board of County Commission meeting, and is placed <br />here for continuity.) <br />Director of Utility Services Vincent Burke provided background <br />and spoke about past communications with Waste Management, <br />Inc. of Florida (WMIF). <br />County Attorney Dylan Reingold explained why he did not <br />recommend pulling the performance bond or drawing on it, but <br />instead, advocated that the Board focus on the administrative <br />charges. He reviewed the contract and identified some of the issues <br />that would be discussed with WMIF. <br />Vice Chairman Solari felt that the focus should be on customer <br />service. <br />MOTION WAS MADE by Vice Chairman Solari, SECONDED by <br />Commissioner Zorc, to deny staff's recommendation to draw on <br />Waste Management, Inc. of Florida's performance bond. <br />Discussion ensued over concerns with timely trash pickups for the <br />upcoming holidays; a future meeting where the County and WMIF <br />Representatives could discuss concerns over the implementation of <br />the Contract; and the availability of the information in the <br />contract. <br />Ron Kaplan, Counsel for WMIF, reported that the President and <br />executive team of WMIF would be available next week to meet with <br />County staff to resolve issues, and urged the Board to not move <br />forward with the performance bond. <br />Solid Waste Disposal District Page 2 <br />November 3, 2015 <br />
