Commissioner O'Bryan sought and received confirmation that the <br />Solid Waste staff had access to the Sonrai System technology. <br />Director of Utility Services Vincent Burke reported an increase of <br />about 30% over previous tonnages for single stream recycling, and <br />an increase of 50% on subscription based services in the <br />unincorporated areas of the County. <br />Chairman Solari requested Director Burke to provide the Board <br />with quarterly reports over the next year. <br />Michael Kint, Chief Executive Officer, United Way of Indian River <br />County, thanked WMIF and County staff for steering this <br />endeavor, and thanked WMIF for the donation to United Way. <br />Director Burke discussed the holiday waste pickup schedule and <br />highlighted the results of the November 9, 2015 meeting with <br />WMIF's executive team. <br />Director Burke read a letter from WMIF asking that cart <br />exchanges not be required within the contract prescribed <br />timeframe of three days. <br />Discussion ensued regarding the total credits and contributions <br />WMIF was going to provide to the local community; and whether <br />the 3 -day cart exchange requirement should be waived. <br />Ms. McNeight said the intention of WMIF's letter was only for the <br />large initial cart exchange scheduled to take place in January. She <br />agreed that a three-month window to waive the 3 -day cart <br />exchange requirement would be adequate. <br />ON MOTION by Vice Chairman Flescher, SECONDED by <br />Commissioner O'Bryan, the Board unanimously approved <br />forgoing the administrative charges for October 2015 in exchange <br />for Waste Management Inc. of Florida: (1) providing one month <br />credit to all current and future residential customers; (2) providing <br />the Indian River County Solid Waste Disposal District (SWDD) <br />with a one month credit for the month of October 2015 for <br />residential recycling service; and (3) providing a $25,000 donation <br />to the local chapter of the United Way as part of its efforts of <br />demonstrating goodwill in the community. The Board waived the <br />3 -day cart exchange requirement for the first three months of <br />2016; and authorized the Chairman, County Administrator, and <br />the County Attorney to execute the documents necessary to <br />effectuate the Agreement. <br />Solid Waste Disposal District Page 2 <br />November 17, 2015 <br />
