10.0 PROTECTIVE ACTIONS <br />10.1 GENERAL <br />The purpose of this section is to establish the range of protective actions <br />that are available to state and local governments for the protection of the <br />public. Protective actions which may be initiated to provide for the safety <br />of the public may include any or all of the following: <br />Notification of affected residents and transients to seek <br />immediate in-place shelter; <br />Evacuation of transients and residents within designated <br />sectors exposed to a plume of hazardous materials to <br />shelter areas outside the affected area; and <br />Control of entrance into affected areas. <br />Implementation of procedures to prevent the consumption <br />and distribution of contaminated food and water supplies. <br />Implementation of procedures to decontaminate persons <br />exposed to hazardous materials. <br />10.2 VULNERABLE ZONES <br />A vulnerable zone is an estimated geographical area that may be subject <br />to concentrations of an airborne extremely hazardous substance (EHS) at <br />levels that could cause irreversible acute health effects or death to <br />persons within the area following an accidental release. Vulnerable zones <br />are based on estimates of the quantity of an EHS released to air, the rate <br />of release to air, airborne dispersion and the airborne concentration that <br />could cause irreversible health effects or death. <br />Indian River County Emergency Plan for Hazardous Materials Page 68 <br />
