the Incident Commander. Residents will be notified to go indoors <br />immediately, to close windows and doors, to turn off air conditioners and <br />fans, and to remain inside until they receive further instructions. This <br />decision will be made based upon the advice of the Indian River County <br />public health department director, time permitting. Notification to take <br />shelter indoors will be issued by public address siren system, radio and <br />television broadcast, and police, fire, emergency personnel using <br />loudspeakers and other available means. Protective actions for special <br />needs facilities will be given separate consideration. Protective action <br />instructions will be issued by the Incident Commander, who will request <br />the Indian River County Department of Emergency Services to activate <br />EBS and disseminate such instructions through the electronic media. <br />11.0 MEDICAL & PUBLIC HEALTH SUPPORT <br />11.1 GENERAL <br />This section describes the arrangements that have been made for <br />medical services for individuals who become victims of hazardous <br />materials incidents. This section includes provisions for emergency care <br />and transportation of victims of chemical releases, sudden illness and <br />medically incapacitated persons among the population affected by <br />evacuation and relocation during a hazardous materials incident. <br />Personnel from the Indian River County Public Health Department and the <br />State Department of Health will coordinate the delivery of medical support <br />services, through ESF #8 (Health and Medical Services) at the EOC, to <br />victims of hazardous materials incidents. <br />11.2 MEDICAL SUPPORT <br />A hazardous materials release can present actual or potential health <br />hazards to individuals within the affected area. It is imperative that <br />capabilities exist for treating exposed individuals. An on-going capability <br />for emergency care and transportation of victims of accidents and sudden <br />illness, and special needs population during evacuation must also exist. <br />During disaster related medical and rescue operations, the Indian River <br />County Department of Emergency Services Fire Rescue Chief, or his <br />designee, will direct and coordinate all participating medical/rescue units <br />operating from Indian River County through ESF #9 (Firefighting) at the <br />EOC. <br />Indian River County Emergency Plan for Hazardous Materials Page 72 <br />
