Unity of Command <br />The concept by which each person within an organization reports to one and only <br />one designated person. The purpose of unity of command is to ensure unity of effort <br />under one responsible commander for every objective. <br />Volunteer <br />For purposes of the NIMS, a volunteer is any individual accepted to perform <br />services by the lead agency, which has authority to accept volunteer services, when <br />the individual performs services without promise, expectation, or receipt of <br />compensation for services performed. See, e.g., 16 U.S.C. 742f(c) and 29 CFR <br />553.101. <br />Vulnerable Zone <br />An area over which the airborne concentration of a chemical involved in an <br />accidental release could reach the level of concern (LOC). <br />
