2.2.3 Director, Department of Emergency Services <br />The Director is responsible for the coordination, development <br />and maintenance of procedures to implement the Indian River <br />County Hazardous Materials Emergency Plan consistent with <br />existing conditions and procedures. The Director will also be <br />responsible for maintaining this plan through annual revisions. <br />The Director, or his/her designee, will be responsible for <br />providing communications and other logistical support to the <br />public safety agencies involved in emergency operations in <br />response to a hazardous materials release. <br />The Director is responsible for early warning and notification of <br />the population within the area affected by the release of <br />hazardous materials. He/She is also responsible for the <br />notification of the County EOC staff, activating the EOC, and <br />notifying all local governmental and non-governmental <br />agencies supporting emergency operations as appropriate to <br />the severity of the incident. <br />The Director is responsible for developing and implementing a <br />public education program designed to advise the public of the <br />risks associated with hazardous materials and appropriate <br />actions to take in the event of an emergency involving the <br />release of hazardous materials. The Director is authorized to <br />issue any public information statements during a disaster <br />period necessary to implement any contingency plan <br />previously approved by the Indian River County Board of <br />County Commissioners. <br />The Director is designated as the Community Emergency <br />Coordinator (CEC) for Indian River County. The Director will <br />coordinate overall emergency operations and support needs <br />with the State Division of Emergency Management, state and <br />federal support agencies, and the appropriate facility <br />owner/operator. <br />Indian River County Emergency Plan for Hazardous Materials Page 10 <br />
