4.3 NOTIFICATION & ACTIVATION <br />Facility owners or operators are required to immediately notify local, state, <br />and in some cases federal, authorities following the release of a listed <br />extremely hazardous substance in an amount that exceeds the reportable <br />quantity for that particular substance. It is the responsibility of the <br />owner/operator of the facility from which hazardous materials have been <br />released to notify the county warning point that a release has occurred. <br />Specific information to be included in the facility's initial and follow-up <br />messages is identified in Figure 4-1. In the event that the State Warning <br />Point received notification of a release from a source other than the county <br />warning point, the State Warning Point will immediately notify the county <br />warning point. <br />Following a reportable release the facility owner or operator must: <br />1. Contact the Community Emergency Coordinator for the LEPC for <br />each area likely to be affected by the release; <br />2. Contact the State Emergency Response Commission (SERC); and <br />3. Contact the National Response Center (NRC) if a substance is <br />reportable under the Comprehensive Environmental Response, <br />Compensation and Liability Act of 1980 (CERCLA). <br />Upon receipt of notification of an emergency involving the release of <br />hazardous materials, the County warning point will make every effort to verify <br />information contained in the initial report. Local response organizations will <br />be notified of the emergency by the county warning point, at the direction of <br />the County Communications Coordinator. The names and telephone <br />numbers of both the primary and alternate contact for each emergency <br />response organization identified in Figure 4-2 will be maintained by the <br />Indian River County Department of Emergency Services. These names and <br />telephone numbers will be verified and updated continuously to assure <br />accurate and timely notification. <br />The notification message will specify that the organization stand by or start to <br />mobilize emergency response personnel. Emergency response personnel <br />will be called to duty using established county notification procedures. <br />Support agencies will be alerted by the agency they are supporting. Should <br />mobilization be required, emergency response personnel will report to their <br />agency response center for specialized equipment and further instructions. <br />The sequences for notification and activation of emergency response <br />personnel for each level of threat are discussed below.
