The Moorings is a good example of <br />this. <br />Commissioner Wodtke believed that while it is going to be <br />relatively easy for a large developer to get a permit through <br />Tallahassee, it is going to be very hard on a single family to go <br />through this whole procedure to get a permit for one little dock. <br />Director Keating interjected that a lot of these <br />recommendations try to ensure some kind of coordination among all <br />the various agencies and jurisdictions that have responsibility <br />for regulating development and other activity within the aquatic <br />preserve area. He noted that a lot of these things that we are <br />discussing today are already in effect in the general rules <br />relating to all aquatic preserves. <br />Commissioner Bird understood that the proposed management <br />plan will go through a series of public hearings to receive <br />testimony before it is finally adopted and felt it would be a <br />little premature for us to go ahead and adopt this today before <br />we see what the final draft looks like. <br />Chairman Lyons believed it was the Board's concensus that <br />Mr. Challacombe be appointed to attend the meeting and convey our <br />concerns. The Commissioners indicated their agreement. <br />Mr. Challacombe understood he was to ask for clarification <br />of the status of mosquito impoundments and the recreational <br />impact to the spoil island areas. <br />Commissioner Wodtke was concerned also about the control by <br />the Marine Fisheries Commission as noted in Item (X), and Mr. <br />Challacombe believed the directive given in that item was <br />directed to the DNR enforcement s.taff. <br />Chairman Lyons agreed that question needed an answer. <br />Commissioner Wodtke also felt that Items (Y) and (Z) were <br />inconsistent and wanted to know if that meant that the local plan <br />has to jibe with the State plan or the other way around. He <br />wished to have Mr. Challacombe get further clarification re the <br />many inconsistencies with the DNR and DER about what local rules <br />33 <br />OCT 9 1985 Qo� 62i <br />
