P SUBJECT: INDIAN RIVER COUNTY <br />LANDFILL RATE STUDY <br />FROM: RONALD R. BROOKS <br />DESCRIPTION AND CONDITIONS <br />Indian River County is rapidly approaching a point where the first phase of <br />our landfill operations will have to be closed and the second phase <br />constructed and placed into operation. With the increased environmental <br />design requirements as well as the increasing costs for daily operations, <br />the current landfill rate structure is far from adequate. <br />The County advertised for proposals from qualified consulting firms to <br />prepare a rate study for the landfill. Six engineering firms submitted <br />proposals and after a review by a County Selection Committee, Camp Dresser <br />& McKee Inc. was awarded the project. <br />ANALYSIS <br />Camp Dresser & McKee Inc. has subsequently submitted a rate study Scope of <br />Services and Agreement for the County's acceptance. The agreement is <br />attached as Exhibit I. Staff has reviewed the Scope of Services and <br />Agreement and has determined it to be acceptable. <br />RECOMMENDATION <br />Staff recommends that the Board approve the attached Scope of Services and <br />authorize the Chairman of the Board to sign the Agreement. <br />ON MOTION by Commissioner Wodtke, SECONDED by <br />Commissioner Bowman, Commissioner Bird being out <br />of the room and Commissioner Scurlock absent, the <br />Board unanimously (3-0) approved the Scope of Services <br />from Camp Dresser & McKee Inc. for the County Landfill <br />Rate Study and authorized the Chairman's signature. <br />SCOPE OF SERVICES AGREEMENT IS ON FILE IN THE OFFICE OF THE CLERK <br />8 <br />
