Attorney Vitunac then read the title of the third Resolution <br />necessary to complete the Bond award, as follows: <br />"A Resolution of Indian River County, Florida, providing <br />for the redemption on October 1, 1991, of the capital <br />improvement revenue bonds, Series 1981, dated October 1, <br />1981, maturing on and after October 1, 1992; providing <br />an effective date." <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bird, the Board unanimously adopted <br />Resolution 85-127, providing for the redemption <br />of the capital improvement revenue bonds, Series <br />1981, as set out above. <br />(RESOLUTIONS #85-125, #85,126, AND #85-127 ARE ON FILE IN <br />THE OFFICE OF THE CLERK IN THEIR ENTIRETY.) <br />DISCUSSION OF JAIL CONSTRUCTION PROBLEMS <br />Commissioner Scurlock informed the Board that approximately <br />a week ago, it came to his attention that there appear to be some <br />problems out at the jail construction site that were not conveyed <br />to our staff or the Commission. He wanted to make sure this was <br />brought to the Commission's attention so we can be absolutely <br />clear on where we are going from this point, especially since Tom <br />Stough, whom we jointly hired to work directly for Frizzell, no <br />longer works in that capacity, and we will have to decide on a <br />replacement. <br />Commissioner Scurlock reported that one of the problems is <br />that the p.s.i. (pounds per sq. inch) strength of the concrete <br />may be less than the specs called for. He felt strongly that our <br />communications should be improved and stressed the extreme <br />importance in a project of this magnitude for the Commission to <br />be made aware of any problem immediately.
