overriding need for a change in the Comprehensive Plan for a <br />tourist/commercial node or for a rezoning on environmentally <br />sensitive land; that the proposed changes would represent a very <br />difficult precedent for the county with respect to the use and <br />rezoning of the remaining environmentally sensitive areas; and <br />Audubon would be relieved if the County would defer any decision <br />until the developer has consulted with the necessary permitting <br />bodies and presented a more uniform and workable plan. Although <br />this is a very large and impressive development, Dr. Swain hoped <br />the Commission would not be swayed by its size. <br />Commissioner Scurlock believed Dr. Swain was speaking for <br />the Pelican Island Audubon Society, and it was his understanding <br />that they would not have an objection to the tourist/commercial <br />node in this area as long as it was not on the environmentally <br />sensitive lands. Dr. Swain agreed. <br />Commissioner Bird commented on the reference made to <br />"rapidly disappearing marsh lands" and stated that he did not <br />believe we have approved any projects along the river that have <br />destroyed the marsh area. He also felt that in comparison to <br />most of our unfortunate neighbors to the south, we have <br />practically virgin shoreline. <br />Dr. Swain stated that it was virgin in 1951; it is not now. <br />Planner Shearer wished to clarify that the basin area is <br />included in the tourist/commercial node and the major part of the <br />node would be located south of that. <br />Chairman Lyons suggested that at this point the Board recess <br />for lunch and reopen the meeting at 2:00 P.M. <br />Commissioner Scurlock stated that if this involves the <br />environmentally sensitive lands, he would not vote for the change <br />to commercial. <br />Attorney Henderson reported that the developer has an hour <br />presentation which will answer all the environmental questions, <br />and they are prepared to make this either before or after lunch. <br />67 <br />OCT 2 3 1985 BOOK 62 FAcE"51 <br />
