OCT 2 3 1985 BOOK . 62 FADE 525 <br />and high marsh would be flooded only during high water, possibly <br />once or twice a year. <br />Mr. Bieman contended that there is not much low marsh in <br />Indian River County, and Commissioner Wodtke believed the <br />mosquito impoundments alone eliminated a great deal of it. <br />Commissioner Scurlock stated that what he apparently is <br />being told is that they will create some additional areas to <br />compensate for the loss of this area. They will do that in a <br />higher area and then come back in the low area and build, which <br />doesn't make any sense to him. <br />Mr. Snyder pointed out that they consider the land which has <br />been used for agriculture as being artificial and not really a <br />wilderness wetland. Because of the weird geometry and to make an <br />overall plan work and make the wetlands viable and valuable <br />aesthetically, there will be some encroachment into these areas. <br />He stated that all this has been covered with the Regional <br />Planning Council staff and presented charts to demonstrate what <br />is planned. <br />Commissioner Scurlock felt:4it is obvious that they want to <br />use that area so they can get the hotel to overlook the marina, <br />and he felt they should simply say so. <br />Mr. Snyder agreed that is so and stated that they also want <br />to bring the development and the people into the wetlands. He <br />noted another consideration is access for mosquito control. <br />Mr. Snyder proceeded to review the charts he had displayed <br />and explained that there would be a commercial marina facility to <br />the north for the public and also some slips lower down because <br />the plan works better that way. He pointed out the changes made <br />from the original plan. <br />Commissioner Scurlock did not believe that the County staff <br />has seen these charts as yet. <br />Mr. Snyder explained that these charts are just a slightly <br />different and more well done presentation of the same charts <br />staff has seen.
