If that property is totally left alone, we have a <br />problem on our hands. Here is someone who wants to build a whole <br />community. He wants some use out of the land and is willing to <br />give the public some benefits in return. There is a balancing <br />that goes on. <br />Commissioner Scurlock stressed that before he would vote for <br />any D.R.I., we must have some very specific conditions on <br />ourselves so that all this does not "fall through the cracks." <br />Commissioner Bowman referred back to the last chart <br />displayed and noted that we are trying to save the high marsh, <br />but on that chart the high marsh has been reduced to a series of <br />islands surrounded by water that is 4' deep, which she believed <br />is an unnatural high marsh. <br />Director Keating pointed out that there will be a list of <br />conditions in the Development Order. It is very possible this <br />chart may not be approved as it is, but staff does feel there are <br />sufficient conditions included that the developer has to meet so <br />that they know and we know what sort of general design would be <br />acceptable for that area. <br />Attorney Henderson informed the Board that they also have <br />experts in the audience who will answer any questions the Board <br />may have on other matters, such as traffic, sewer and water, <br />drainage, etc. <br />Commissioner Scurlock noted that he was involved in writing <br />the comments on most of those subjects. <br />80 <br />
