SPECIAL MEETING <br />1. <br />Thursday, October 31, 1985 <br />The Board of County Commissioners of Indian River <br />County, Florida, met in Joint Session with the Planning and <br />Zoning Commission at the County Commission Chambers, 1840 <br />25th Street, Vero Beach, Florida, on Thursday, October 31, <br />1985, at 9:30 o'clock A.M. Members present from the Board <br />of County Commissioners were Patrick B. Lyons, Chairman; Don <br />C. Scurlock, Vice Chairman; Richard N. Bird; Margaret C. <br />Bowman; and William C. Wodtke, Jr. Members present from the <br />Planning 8 Zoning Commission were Carolyn Eggert, Chairman; <br />John Tippin, Vice Chairman; and Ruth Stanbridge. Absent <br />were Richard Parent and Ben Bailey, III. Also present were <br />Michael J. Wright, County Administrator; Charles P. Vitunac, <br />Attorney to the Board of County Commissioners; and Barbara <br />Bonnah, Deputy Clerk. <br />Chairman Lyons called the meeting to order and <br />Commissioner Bowman led the Pledge of Allegiance to the <br />Flag. <br />Chairman Lyons was not sure whether the*road impact <br />ordinance scheduled for a public hearing on December 4th had <br />been before the Planning 8 Zoning Commission as yet, and <br />Attorney Vitunac reported that the attorney from <br />Barton-Aschman has suggested that we adopt the impact fee <br />ordinance as a land regulation. Due to some recent case law <br />he wants it to go through the same process as any zoning <br />change, but this will make the December 4th timeframe <br />difficult to meet. He will be sending us a timetable on the <br />scheduling of the public hearings. In any event, it must go <br />OCT 3 11985 BOLA f,- 58 1 <br />
