Administrator Wright inquired whether this money should go <br />back in to the Utilities Department and not the Parks Fund, and <br />it was agreed that it should go back to Utilities since the land <br />was purchased out of that account. <br />THE CHAIRMAN CALLED FOR THE QUESTION. Unfortunately, the State <br />has neglected to comprehend the critical nature a-nd impact - <br />of these increases and has failed to provide both <br />authorized positions and funding necessary to meet the needs <br />of the criminal justice system throughout this circuit as <br />well as the rest of the State. This is true not only to <br />the Public Defender office but to the State Attorney and <br />Judiciary as well. Unfortunately, my office has no control <br />over the number of cases where court appointed counsel is <br />mandated nor to the number of criminal cases filed with the <br />court. <br />I was able to foresee this problem last spring during <br />the legislative session and requested additional <br />appropriations and positions through our legislative <br />delegation. This attempt was unsuccessful. I have also <br />sought a Deficiency Appropriation from the State of <br />approximately $200,000.00 for the balance of fiscal year <br />1985-86 and, although I have not yet received official written <br />notification, I have been advised that this request is being <br />denied.
