NOV t 1985 <br />JAIL OVERCROWDING <br />BOOK 62 PAGE 704 <br />Present for this discussion were Judges Smith, Vocelle and <br />Kilbride. <br />Administrator Wright reviewed the following memo, empha- <br />sizing that the recommendation is to construct a minimum security <br />facility at the new jail site as soon as possible: <br />TO: The Honorable Members of DATE: November 5, 1985 FILE: <br />the Board of County Commissioners <br />SUBJECT: Jail Overcrowding <br />FROM: Michael Wright- 0 REFERENCES: <br />County Administrat i�J <br />Attached is a proposed order from the Department of Correc- <br />tions suggesting the implementation of a "Fast Track" com- <br />mittee to reduce the population in the Indian River County <br />Detention Facility. <br />The population reached a yearly high of 107, 34 inmates <br />above the authorized capacity of 73. The average number <br />of inmates has steadily increased from an average of 73 in <br />January to a recent average of 92 in October. <br />In my opinion, the County has reached the point where <br />it only has two viable options. It must either reduce the <br />population by releasing approximately one third of the inmates <br />or provide almost immediate additional bed space. <br />Commssioner Lyons, the Administration and Attorney met <br />on Monday with Judges Vocelle, Smith, Kilbride and Balsiger, <br />along with other Criminal Justice Agency representatives, <br />to discuss the various solutions to the overcrowding problem. <br />The general consensus was to make two recommendations <br />to the Board of County Commissioners. The first suggestion ' <br />was to.immediately lease a temporary modular facility of <br />approximately 30 beds to be located on the existing jail <br />site. The,second suggestion was to implement the "Fast Track" <br />Committee by January 15, 1986 to hold down future escalations <br />in the detention population. Even with the extra 30 beds, <br />the detention facility will be at it's maximum limit. <br />The cost of the temporary housing would be approximately <br />$35,000 for the one year period between now and the opening <br />of the new detention facility. In addition, it would be <br />necessary to hire at least five and possibly six new officers. <br />It will take almost 60 days to implement this recommendation. <br />78 <br />� r r <br />
