J <br />This free exchange of water and organisms through culverts will <br />be allowed to continue until early May when the flapgates will <br />be closed and artificial pumping of water from the Indian River <br />lagoon into the impoundment will commence. On this initial <br />flooding, a larvicide application will be necessary to control <br />hatching mosquito larvae. The IRMCD's experience is that <br />larvivorous fish are not able to control the synchronous <br />mosquito brood produced on this first artificial flooding of <br />the season. <br />The 11,000 gallon per minute electric pump (Map #2 Detail B) to <br />be provided- by the developer will be a significant improvement <br />to the IRMCD's water manipulation capabilities. It will enable <br />improved water level maintenance which will benefit both <br />mosquito control and vegetation enhancement. <br />Water levels in the impoundment and rainfall will be monitored <br />a minimum of twice weekly. This information, pumping records, <br />and insecticide treatments in the Pine Island impoundment area <br />will be available on request. <br />This management plan is intended to remain flexible so that in <br />the future, the incorporation of new, advantageous scientifical- <br />ly proven water management techniques will be possible. <br />The Governor's Technical Subcommittee on- Managed Salt Marshes <br />has reviewed the management plan and has given it favorable <br />evaluation. <br />Discussions with the Florida Game & Freshwater Fish Commission <br />(FGFFC) indicate a concern over the unimpounded wetland areas <br />proposed to be filled (Sections B & C of the D.E.R. applica- <br />tion). Planning staff has shared this concern; however, the <br />staff feels that the proposed improvements to restore and <br />preserve 274 ± acres of wetlands will offset the 6.4 acre <br />wetland loss. The applicant should be required to seek <br />assistance from the various environmental agencies to minimize <br />the need for on-site filling of the wetland areas. <br />RECOMMENDATION: <br />It is recommended that the Board of County Commissioners <br />authorize staff to forward a letter of no objection to the <br />project, with a recommendation that the applicant seek <br />assistance from the D.E.R. & FGFFC to minimize the need for <br />on-site filling of Section B & Section C. <br />41 <br />BOOK 62 PAr:F d 49 <br />J <br />
