Nov 2 7 1985 soa . 62, Pnq' � <br />Attorney Vitunac explained that the residents of Breezy <br />Village wish to create a mobile home park recreation district <br />pursuant- to Chapter 418 of Florida law, which allows mobile home <br />parks to form this district for the purposes of buying out the <br />common areas and recreation areas by a special assessment equally <br />placed against each mobile home lot. The residents of Breezy <br />Village have asked for this opportunity to ask the Board's <br />permission to have the Legal Department draw up an -ordinance for <br />presentation to the Board on December 18, 1985. No referendum is <br />required since they have a petition signed by a majority of the <br />registered voters in the district. All that would be required is <br />the adoption of an ordinance by the County and then in March, <br />1986, an election would be held for the Board of Trustees of the <br />district. The trustees would establish a budget just like any <br />other special district and the Tax Collector would collect the <br />assessments. There is no County involvement other than creating <br />the district. <br />Commissioner Scurlock wanted the County to extend notice to <br />each resident in the park just to make sure that all the <br />residents are aware that the ordinance is to be considered on <br />December 18th and have the opportunity to offer public input, <br />rather than just the typical notice on the back page of the <br />newspaper which may or may not be read. <br />MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Wodtke, that the Board authorize <br />the County Attorney to draw up an ordinance and <br />notify all the residents and owners of Breezy Village <br />of the Public Hearing scheduled for December 18, 1985 <br />for the purpose of adopting an ordinance creating <br />a recreational district in the mobile home park. <br />Under discussion, Eric Pollard, representing Breezy Village <br />Home Owners Association, Inc., advised that the residents do own <br />34 <br />
