MOTION WAS MADE by Commissioner Scurlock, SECONDED <br />by Commissioner Bird, that the Board accept the <br />recommendation from M.G. Lewis of a 5 -year BAN on $2.1 <br />million and authorize staff to proceed with the private <br />placement, retaining the flexibility to go to a public <br />bond issue. <br />Mr. Diamond emphasized that it has to be done during <br />December, and Commissioner Scurlock felt we certainly need to <br />have the money in the coffers by February 1, 1986. <br />Commissioner Scurlock understood that this was all <br />predicated on the fact that there is no deed restriction or any <br />requirements to prohibit the County from using the property for a <br />public golf course or reserving effluent disposal capability. <br />Commissioner Bird advised that he had former County Attorney <br />Gary Brandenburg check into that, and apparently, there are no <br />restrictions. ' <br />Chairman Lyons stated that he would go along with the BAN, <br />even though he still felt we should face it up front and have <br />sufficient monies to start with. <br />Vic Lunka was fully confident that this was one of the <br />nicest things this County could do for its residents. <br />THE CHAIRMAN CALLED FOR THE QUESTION. The <br />Motion was voted on and carried unanimously. <br />Commissioner Bird believed that. we need to get started on <br />the design of some of the buildings connected with the golf <br />course, such as the clubhouse, the electric cart storage <br />building, and the maintenance building. He reported that Charles <br />Block, AIA, has made an offer to donate his architectural <br />services for the preliminary design of the clubhouse and other <br />buildings and take the plans up to the point of construction <br />drawings where we would go to competitive bidding.
