DEC 41985 BOOK 0, CIN <br />Existing Land Use Pattern <br />The subject property is undeveloped. North of the subject property is <br />a single-family subdivision zoned A, Agricultural District. East of <br />the subject property, across Kings Highway, is Ryanwood Shopping <br />Center, under construction, which is zoned C-1, Commercial District. <br />South of the subject property is undeveloped land zoned C-1. Further <br />south, across State Road 60, is undeveloped land zoned C-1. West of <br />the subject property is undeveloped land zoned RM -6, Multiple -Family <br />Residential District '(up to 6 units/acre). The land in this area <br />zoned C-1 will be assigned to the CG zoning classification in the near <br />future. <br />Future Land Use Pattern <br />The Comprehensive Plan designates the subject property and the land <br />north and west of it as LD -2, Low -Density Residential 2 (up to 6 <br />units/acre). The land east and south of the subject property is <br />included in the Kings Highway and State Road 60 commercial node. In <br />order to develop the subject property for a shopping center, the <br />Comprehensive Plan would have to be amended to enlarge the Kings <br />Highway and State Road 60 node; the node boundaries would have to be <br />amended, and the property would have to be rezoned. <br />In analyzing this request, the staff first looked at the proposal to <br />enlarge the node. Currently, this node contains 160 acres with the <br />acreage broken down as follows: <br />1) Winn-Dixie and adjacent commercial uses <br />west of 43rd Avenue 6.38 acres <br />2) Indian River Farms Drainage District . <br />Office .59 acres <br />3) Ed Schlitt Agency .19 acres <br />4) First Bankers West Side Facility 1.79 acres <br />5) Ryanwood Shopping Center <br />(under construction) 18.68 acres <br />6) Oak Terrace Restaurant 2.1 acres <br />7) Vacant infill property east of <br />Kings Highway zoned commercial 54.58 acres <br />8) Infill property east of Kings Highway <br />zoned RS -6 16.23 acres <br />9) Vacant property zoned commercial <br />west of Kings Highway 57.94 acres <br />10) County water tower & City power <br />substation 1.53 acres <br />Based on this acreage breakdown, there are 11.05 acres of land in the <br />node already developed in commercial uses, 18.68 acres currently being <br />developed for commercial uses, and 128.74 acres which could be devel- <br />-oped for commercial uses. The existing commercial development repre- <br />sents only 7 percent of the node acreage; the commercial development <br />under construction represents 11.7 percent of the node acreage, and <br />the land available for future commercial development represents 80.5 <br />percent of the node acreage. Moreover, there are still several large <br />parcels of land in the existing node that are available for develop- <br />ment. A -vacant 17 acre parcel and a vacant 20 acre parcel are located <br />southwest of the Kings Highway and State Road 60 intersection. Based <br />on the facts that less than 20 percent of the node is currently being <br />used or developed for commercial uses and that more than 80 percent of <br />30 <br />
