Schlitt, trustee, is <br />requesting to amend the Comprehensive Plan by redesignating <br />1193.5 acres located two miles west of I-95 on the north side of <br />State Road 60 from AG, Agricultural (up to .2 units/acre), to <br />RR -2, Rural Residential 2 (up to l unit/acre), and to rezone from <br />A, Agricultural District (up to .2 units/acre), to RS -1, Sin- <br />gle -Family Residential District (up to 1 unit/acre). <br />The applicant intends to develop the subject property for res- <br />idential uses. <br />Since the Comprehensive Plan was adopted, the St. Johns River <br />Water Management District has finalized plans to acquire approxi- <br />mately 100,000 acres of land located west of the subject proper- <br />ty. <br />On October 24, 1985, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of both of these requests. The <br />Commission stated that they felt conditions had changed in this <br />area since the Comprehensive Plan was adopted which would justify <br />changing the land use designation and zoning of the subject <br />property. <br />ALTERNATIVES & ANALYSIS <br />In this section, an analysis of the reasonableness of the appli- <br />cation will be presented. The analysis will include a descrip- <br />tion of the current and future land uses of the site and sur- <br />rounding areas, potential impacts on the transportation and <br />utility systems, and any significant adverse impacts on environ- <br />mental quality. <br />Existing Land Use Pattern <br />The subject -property and all of the land around it is zoned A and <br />is undeveloped or devoted to citrus groves or pasture land. <br />36 <br />
