r DEC 41985 <br />BOOK <br />The County tree protection and dune protection ordinance <br />requires the express authorization of the Board of County <br />Commissioners to operate motorized vehicles seaward of the <br />Coastal Construction Control Line. <br />RECOMMENDATION: <br />Staff recommends that the County Commission give favorable <br />consideration to the Cubit Engineering Limited request, providing <br />the request is acceptable to the D.N.R. Staff further recom- <br />mends that the Commission authorize the staff to coordinate <br />with the City of Vero -Beach and Town of Indian river Shores on <br />this matter. <br />Commissioner Bowman noted that our ordinance provides that <br />no vehicles may cross the dune line except at authorized points, <br />and she did not believe we have any authorized points. She <br />further noted that this is a local ordinance, and she didn't <br />think the DNR has anything to do with it. In addition, she <br />pointed out they say in the event of a major storm, they might <br />have to revisit the beaches, and this could carry the project <br />into turtle season. Therefore, Commissioner Bowman suggested <br />that some limits should be set. <br />Commissioner Scurlock felt this could be handled at the <br />discretion and under the supervision of our Environmental Planner <br />who will make sure that the dune line is protected. <br />ON MOTION by Commissioner Scurlock, SECONDED by <br />Commissioner Bowman, the Board unanimously <br />authorized the Chief Environmental Planner to <br />supervise and coordinate the use of motorized <br />vehicles on the beaches as requested by Cubit <br />Engineering with the City of Vero Beach and the <br />Town of Indian River Shores. <br />C.
