DEC 41985 9. <br />Attorney Caldwell felt if the Board only changed the Land <br />Use designation and did not do the rezoning, it would be telling <br />them that this is a 1200 acre tract, which will have to go <br />through the D.R.I. process, etc. He did not believe their <br />project is comparable to most others and he also did not believe <br />a density of one unit per acre would encourage many developers. <br />Lex Kromhout informed the Board that his family owns 11 <br />miles on the west side of the subject property, and they are <br />actively involved in an agricultural operation. He reminded the <br />Board that he previously has voiced concerns about the St. John's <br />project. Fortunately his family has a fee simple easement <br />through -the proposed reservoir property, but the o-ther properties <br />in this area have a legal problem in regard to attaching to the <br />reservoir site. The subject property does not have legal access <br />to the reservoir nor do they have any legal drainage rights to - <br />get to it. <br />Mr. Kromhout noted that it was asked why the former owner <br />never developed this property, and the answer is simply because <br />they shared the same problems - they did not have legal access <br />for drainage outfall, and until they could get that problem <br />answered, they were stuck. Mr. Kromhout continued that this <br />property was purchased about five years ago by investors from <br />investors with the hope of developing it. They have not done <br />anything with it, and they now hope that the Board will be kind <br />enough to allow the zoning to change so they can convert this low <br />cost agricultural land to highly profitable residential property. <br />Mr. Kromhout noted that at the Planning 6 Zoning Commission <br />meeting, the applicant presented a plan showing a development <br />with lakes, golf courses, etc. This property, however, is zoned <br />agricultural; it is surrounded by agriculture; and to change the <br />zoning would significantly impact the surrounding properties. <br />Mr. Kromhout emphasized that the proposed project has a potential <br />of 1200 residents which offers a potential for that many tres- <br />passers and people complaining about their farming operation. <br />46 <br />
