The report is the second of two <br />progress reports that the Governor and Cabinet directed be prepared <br />following preliminary steps in December 1984 and January 1985 to <br />designate Hutchinson Island an Area of Critical State Concern. <br />Since February's decision not to designate, Indian River County <br />has demonstrated commendable leadership in adopting measures that <br />effectively implement the provisions of the Management Plan. I <br />eagerly await the final report of the barrier island transportation <br />study. <br />We are now, however, entering the final and most critical phase <br />of Plan implementation. I am referring to the transportation network <br />and its capacity to evacuate island residents in an emergency. This <br />is a regional issue that I am sure you will agree requires a joint <br />solution. After the transportation studies are complete, a <br />coordinated, multi -jurisdictional plan must be developed that <br />specifies which transportation improvements are needed, how they will <br />be funded, and how residential densities will be allocated. <br />To facilitate interlocal cooperation, the Governor and Cabinet <br />approved a plan that calls for an ad hoc Transportation Implementation <br />Committee. The Committee will be composed of one elected official and <br />one planning official from each of the seven local governments, plus <br />representatives from the Metropolitan Planning Organization, the <br />Florida Department of Transportation, and the Treasure Coast Regional <br />Planning Council. The Committee's charge is to serve as a forum for <br />coordinating the region's transportation planning efforts. The end <br />result is not expected to be just another planning document, but <br />rather funding sources, capital improvements programs, and zoning maps <br />that implement the transportation policies of the Hutchinson Island -- <br />Management Plan. <br />Your community's participation in this effort is essential. I <br />have made a commitment to the Governor and Cabinet that within the <br />coming year - by October 1986 - final transportation plans will be in <br />place. A summary report to the Cabinet will then be made, the ad hoc <br />Transportation Committee disbanded, and this Department's active role <br />in the Hutchinson Island planning initiative at An end. <br />The next step in this last phase, then, is for each local <br />government during the month of November to select an elected official <br />and a planner to serve on the Transportation Committee. The first <br />meeting will be scheduled for sometime in December, and there will be <br />approximately one meeting every two to three months thereafter. The <br />first meeting is tentatively scheduled to be held in Fort Pierce. <br />Mike McDaniel will be contacting you in the next couple'of weeks to <br />finalize details and get the names of your representatives.
