Attorney Albrecht argued <br />that because it is a retail center, people expect to enter in the <br />front, off U.S. #1, but he did admit that there would be <br />increased traffic with the retail office space. <br />Attorney Albrecht stated that his client objects to the <br />dedication of the 10 ft, of right-of-way on 81st Street because <br />it cuts into their parking, which cuts into their green space, <br />which cuts into the building requirements. He noted that the <br />ordinance states: "necessary to widen or extend." He circulated <br />a photograph of 81st Street which dead ends and turns to the <br />right, and noted that there are houses at the end of 81st Place <br />which prohibit the extension of those roads. He felt that it is <br />unreasonable to take the property from Mr. Penalba at this time <br />just because staff anticipates 81st Street and 81st Place to <br />become major thoroughfares in 50 years or so. <br />Commissioner Scurlock asked what the potential is for <br />getting 10 feet on both sides of 81st Street all the way down. <br />Director Keating did not know if we could and felt that would <br />have to be considered when the road is engineered. He noted that <br />81st Street is the street that has access to the median cut and <br />would be the most local access. Director Keating explained that <br />the ordinance gives the Public Works Director the descretion of <br />determining whether the right-of-way is needed right now or some <br />time in the future. <br />Commissioner Bird felt that while our Thoroughfare Map is <br />pretty incomplete up there, 81st Street does look very prominent <br />for development in the future. <br />Administrator Wright believed that if the large tracts on to <br />the right develop, that traffic probably would use 81st Street. <br />Chairman Lyons felt that access off of U.S. #1 would create <br />a traffic hazard because traffic coming from the south would have <br />to make a U-turn around the median and go back.
