Goulet CPA App./Fee Memo <br />Staff Planner, Long -Range Planning JEFF2 <br />It is requested that the data herein presented be given formal <br />consideration by the Board of County Commissioners at their <br />regular meeting of December 11, 1985. <br />DESCRIPTION & CONDITIONS <br />During the Planning Department's budget hearing for the 1985-1986 <br />fiscal year, the Board of County Commissioners questioned the <br />adequacy of rezoning and Comprehensive Plan amendment application <br />fees. At that time, the Board directed the staff to assess the <br />current fee structure in relation to the costs involved in pro- <br />cessing the applications. In order to completely evaluate the <br />current fee schedule, the staff prepared a questionnaire <br />regarding staff time and material costs required for reviewing <br />and processing rezoning and Comprehensive Plan Amendment <br />applications. This questionnaire was sent to neighboring <br />jurisdictions in order to determine how much other cities and <br />counties charged and the factors they used to develop their fee <br />schedules. In addition, the staff also conducted an in-house <br />analysis of staff time and material costs associated with <br />analyzing and processing a rezoning or Land Use Plan amendment <br />application. <br />On November 21, 1985, the Planning and Zoning Commission voted <br />4 -to -0 to recommend approval of the proposed changes to the fee <br />schedule. <br />ALTERNATIVES & ANALYSIS <br />The current fee schedule covers most of the advertising costs and <br />the costs of postage for notifying surrounding property owners by <br />certified mail. However, the fee for Land Use Plan amendment <br />applications for properties less than 5 acres does not cover all <br />48 <br />
