DEC <br />111995 <br />Boa 62 <br />PA.U.,E930 <br />Commissioner Scurlock understood that these <br />increased <br />fees <br />would not cover all the costs involved and felt this should be a <br />self-sustaining entity.. While he did not want staff to take the <br />time to go back to the drawing board, he felt that the fees <br />should be adjusted to 85-90% recovery, at least for now, and then <br />changed at some time in the future. He also understood that a <br />substantial number of the rezoning requests are in the 5 -acre <br />category. <br />Richard Shearer, Chief of Long -Range Planning, explained <br />that just about all the requests are for parcels under 40 acres. <br />Commissioner Bird asked if this would make any difference in <br />staff load when it is changed to commercial or residential, and <br />Mr. Shearer believed that it took more time to rezone to <br />commercial. <br />Commissioner Scurlock pointed out that we are picking up a <br />lot of costs right now on County -initiated changes, but Planning <br />8 Development Director Robert Keating explained that after the <br />non-residential conversion tables are approved in January, the <br />number of rezonings should decline substantially because most <br />non-residential will be brought into conformance with the Compre- <br />hensive Land Use Plan. <br />Chairman Lyons opened the Public Hearing and asked if anyone <br />wished to be heard in this matter. There were none. <br />Commissioner Bird felt that the Board should go ahead and <br />adopt staff's recommendation at the present time, and <br />Commissioner Scurlock suggested increasing the fees right now <br />even though it wouldn't be particularly popular. <br />Commissioner Bird felt that subsidizing this to some degree <br />is really a County function, and Chairman Lyons agreed, but felt <br />the question is to what extent. <br />Commissioner Scurlock suggested increasing the land use <br />amendments by $100 on each item and also raise the combined by <br />$100. <br />52 <br />
