DEC 111995 <br />CONCLUSION <br />BOOK 62 FA;LM2 <br />The attached is a proposal by one of our currently contracted- wastewater <br />engineering firms (Camp Dresser & McKee, Inc.) to prepare a written proce- <br />dures manual outlining permitting and construction specifications for water <br />and wastewater systems, and procedures or programs for expanding the County" <br />operated water and wastewater systems. The firm proposes- to develop a <br />procedures manual for review and subsequent adoption by the Board of County <br />Commissioners. The manual is to be prepared in a draft form within thirty <br />(30) days. The estimated fee for preparation of the manual is $9,850.00. <br />RECOMMENDATION <br />Staff recommends that the Board of County Commissioners authorize the work <br />by Camp Dresser & McKee Inc. as described in the attached Scope of Work. <br />Utilities Director Terry Pinto urged the Board to authorize <br />the composition of this manual. <br />Commissioner Scurlock felt that we are beginning to see how <br />complicated some of these fee structuring processes are. <br />Chairman Lyons asked if we have a written policy on getting <br />a utility line to the house, and Director Pinto explained that <br />this will be included in this manual. Part of the cost for the <br />manual will come out of the Utilities Department budget and part <br />will be paid out of the funds raised through the franchise. <br />ON MOTION by Commissioner Scurlock, SECONDED <br />by Commissioner Bowman, the Board unanimously <br />authorized the work by Camp Dresser & McKee, Inc. as <br />described in the proposed Scope of Work, as recommended <br />by Utilities Director Pinto. <br />SCOPE OF WORK AGREEMENT IS ON FILE IN THE OFFICE OF THE CLERK TO <br />REQUEST FOR ADDITIONAL HELP IN FINANCE DEPARTMENT <br />The Board reviewed the following memo dated 12/4/85: <br />72 <br />
